Pomfret to Hold Public Hearing on Sewer Service Area Map

Pomfret to Hold Public Hearing on Sewer Service Area Map

As a starting point for the sewer project, a Sewer Service Area Map has been created which shows the properties that will be included in the sewer project. Rectory School, Pomfret School and Loos & Company lands are included in Sewer Service Area Map (available in Town Hall and on line).  The WPCA (Water Pollution Control Authority) has approved the map to go to a Public Hearing to get input from Pomfret residents. Comments at this hearing will be taken into consideration before the WPCA makes the final approval of the map. This hearing will be Tuesday, February 10th at 6:30 at The Pomfret Community School.

Taxpayers can rest assured the Town will not incur any costs associated with the project. Project funds are coming from USDA (US Dept. of Agriculture).  In 2013 USDA approved $4.4 million in loans and $1.5 million in grant funding to construct a sewer line that would be open to Pomfret and Rectory schools, and Loos & Company.  Because federal funding must be funneled through a municipality, the Town of Pomfret was named project administrator. The Town will not be utilizing the sewer line when it is installed but the Pomfret Community School will be able to tie in at a future date when it becomes desirable or necessary to do so.

The sewer project is now in design phase with Weston & Sampson Engineering out of Rocky Hill.  The route of the project has changed from the initial preliminary design done in 2011.  The original design had the sewer line going into Killingly on state roads.  Alternate routes were looked in an effort explore all options and reduce the overall cost of the project.  It was determined that a route into Putnam along the Airline Trail was possible and practical.  DEEP (Department of Energy and Environmental Protection) is in the process of granting an easement for the project.

Because of the layout, topography and design of the system, most of it will be a forced main which limits tie in options. In late February or early March there will be informational meetings on the sewer project prior to taking it to a Special Town Meeting for a vote.  Voters will be asked to approve the expenditure of the USDA funds.
